The blue economy, a recent term appeared for the first time by the Belgian economist Gunter Pauli, through a book published by him at the beginning of 2010, and this term reappeared strongly again at the United Nations Conference on Sustainable Development in 2012

 After adding The environmental dimension because of the strong desire to  balance between economic development and the use of available environmental resources, and also because of the increasing need to achieve food security and work to find new economic resources and alternatives with the aim of advancing development and speedy eradication of poverty.

 In fact, it is related to the seas and oceans, and according to the definition of the World Bank, it expresses the sustainable use of ocean resources for economic growth and improving lives and jobs while preserving the health of ocean ecosystems.
